TECHNICAL ADVISOR – EDUCATION
The Technical Advisor will provide key technical, programmatic and managerial support to CARE’s Basic and Girls’ Education (BGE) portfolio under the Patsy Collins Trust Fund Initiative (PCTFI), implementing approximately $2 million per year in program activities with emphasis on education for marginalized girls. Core responsibilities will include: analyze country office data and reports (qualitative and quantitative data), using PCTFI systems; financial monitoring of Country Office expenditures and budget planning; technical leadership and capacity building to countries in PCTFI Cohorts 1 and 2, including virtual teaming with both Country Office staff and research partners; creation of overall evaluation processes to maximize the use of the Fund, and the efficacy of our work; draft learning documents based on PCTFI findings; facilitate linkages between cohorts and participate in advocacy and representation activities; and produce resource inventories.

Major Duties:
The incumbent designs and implements innovative informative research and health education strategies to enhance the PR team’s effort to effectively educate the public and health care providers on
hemoglobinopathy surveillance, research, policy initiatives, state-based programs, and interventions. Conducts needs assessments to identify educational priorities and needs among diverse audiences
interested in hemoglobinopathies. Provides leadership, consultation, and technical expertise and assistance to grantees and contractors in planning, implementing, and evaluating the development and dissemination of appropriate messages and materials for hemoglobinopathy related health education programs. Facilitate and initiate the conduct of formative and summative evaluation of PR education and awareness activities developed within CDC and among CDC grantees. Provide leadership in transferring new information and new technology to practitioners in the field as health knowledge
expands and priorities change.
