Human Resources Specialist
Job Description:
Educates and assists management and employees within a particular division or department in the administration of human resources policies and procedures. Interprets policies and works with appropriate staff to effectively resolve human resources issues. Provides guidance to managers and supervisors regarding employee leave policies. May investigate and gather information regarding employee relations, Workers’ Compensation and FMLA situations. Initiates employment requisitions and follows up on job postings and applicant referrals. Processes new hire and applicant tracking paperwork. Ensures the accuracy and completeness of employment documents. Reviews and obtains approval of time and attendance documents, processes reimbursements and special checks and maintains required documentation. Maintains databases, records and files and prepares reports. May assist with budget preparation and monitor expenditures for specific areas. Performs related responsibilities as required.

Human Resources Assistant (OA)
The incumbent serves as a Human Resources (HR) Assistant performing a variety of duties such as reviewing, coding and processing HR requests. Incumbent processes a variety of personnel actions by inputting data into an automated system to include benefit entitlements, and position actions. Incumbent is expected to properly select nature of action (NOA) and Authority codes. The incumbent receives and reviews Human Resources requests such as SF-52s for proper coding; pulls suspense reports to ensure actions are processed timely, i.e., probationary period, and within grade increases. Incumbent responds to a variety of inquiries regarding program processes and procedures and makes contact with individuals to ensure proper documentation is received to support requested actions. Incumbent receives and certifies health and life insurance forms, finalizes nontechnical correspondence, conducts research to develop facts and information to recommend resolution of problems. Assist also researches information utilizing the Code of Federal Regulations (CFR), Guide to Processing Personnel Actions, agency guidance and procedures, controls incoming and outgoing requests. Screens and maintains official personnel folders (OPF’s) and other HR files. Provides information on routine Human Resources processing, generates receipt acknowledgements to job applications and final action responses after selection has been made. Prepares announcements, provides guidance and assistance related to employee benefits, i.e., leave, health, life, etc. Provides assistance and information regarding performance and awards and employee development.

Major Duties:
The incumbent coordinates with OWCP to provide case management for periodic roll claimants’ of injury/illness through return to full duty to ensure claimants receive proper case management. Incumbent identifies possible fraudulent claims and provides Network 7 Investigators and/or Office of Inspector General with the appropriate information for investigation. The incumbent reviews and verifies that all reporting mechanisms accurately reflect VISN 7 Workers’ Compensation activity. The incumbent determines which cases involve the potential for reemployment and coordinates with the OWCP District Office, HR Management, Payroll, Safety, Employee Health and VISN 7 Managers/Supervisors to return the employee to work as appropriate. The incumbent develops and implements detailed plans, goals and objectives for the short/long range implementation and administration of responsible program areas.
