Elements within OPEO include the National Disaster Medical System (NDMS), Hospital Preparedness Grants (HPP), Emergency Systems for Advance Registration of Volunteer Health Professionals (ESAR-VHP) Program, Office for At Risk Individuals, Behavioral Health, and Human Services Coordination (ABC), as well as Operations, Logistics, and Preparedness Planning.
